Pharmaceutical packaging

Pharma is in scope. The derogations are narrower than most teams assume.

PPWR kept pharmaceutical and medical device packaging deliberately in scope, with limited health-and-safety-based derogations rather than blanket relief. Knowing which parts of your portfolio those derogations actually cover, and evidencing it, is the work.

What tends to get missed

Most pharmaceutical packaging teams know an exemption exists. Fewer have established where it stops, and that boundary is where the exposure sits.

These are structural features of the regulation rather than settled detail. Requirements continue to be developed through delegated and implementing acts, and the position for any given pack depends on its specific function and market. Verify against Regulation (EU) 2025/40 and the Commission's PPWR FAQ. Nothing here is legal advice.

The work

Where I come in

The question is rarely whether PPWR applies. It is which parts of a portfolio are genuinely covered by a derogation, which are not, and what evidence stands behind each call.

That means going pack by pack rather than accepting a sector-level assumption, and building a position that holds when a customer, regulator or auditor asks how it was reached.

  • Portfolio classification. Which packs, and which components within them, fall inside a derogation and which carry the full obligations.
  • Evidence and documentation. The reasoning behind each classification, recorded so it can be defended rather than reconstructed later.
  • EPR across markets. Obligation mapping, registration position and reporting method, market by market.
  • Prioritisation. Where redesign is unavoidable, sequencing it against variation and stability timelines rather than regulatory dates alone.
  • Supplier alignment. What to ask suppliers for, and what constitutes adequate evidence when it comes back.

Multi-market packaging compliance programme, pharmaceutical sector

Advisory lead on a packaging PPWR and EPR compliance programme for a pharmaceutical client across European markets. How engagements are scoped

Three fixed-scope routes, depending on where you are. Each is agreed upfront, with no open-ended billing.

Packaging Exposure & Readiness Audit

Establishes where the portfolio stands: which packs are covered by a derogation, which are not, where documentation is missing, and what needs attention first.

Packaging Strategy & Transition Roadmap

For formats that need to change. Sequences the work against variation and stability timelines, with supplier alignment and an implementation plan your teams can run.

Fractional Packaging & Circularity Advisor

Ongoing access for new pack sign-offs, supplier claim verification and keeping pace as delegated acts land and the position shifts.
